Any reporting on R U OK? Day that doesn't call out its links to the 'Landmark Forum' cult is incomplete. The founder started it after attending one of their programs after his father's suicide. Landmark was banned in France after 2004 reporting revealed attendees were being told to kill themselves.
History

Gavin Larkin's father, Barry Larkin, died by suicide in 1996. Later, when Gavin Larkin experienced depression and was concerned about his mental health, he completed a course at Landmark Worldwide. From this course, he chose to complete a project about suicide prevention to honour his father, to create a national day of action about contacting people who might be having a difficult time. This resulted in the eventual co-creation with Janina Neam of R U OK? in 2009. The first day was held on 29 November 2009, but the annual timing later changed to be on the second Thursday of September.Inside The Landmark Forum

A law that seeks to protect against serious and genuine harms and has an incidental impact on political communication can be valid. But each of the Secretaries Board’s proposals targets political communication directly.

And each is calibrated to preventing criticism rather than preventing any genuine harm.

The High Court has dealt with a similar case before. In one of the very first implied freedom of political communication cases in 1992, the High Court struck down a law that made it illegal to “use words” intended to bring certain senior government officials “into disrepute”.

APS anxieties here aren’t concocted. One official (also a friend) confessed to me they couldn’t sleep for three nights before estimates. Went in a wreck. But the hearings provide *indespensible* accountability. Trying to control socials clips would be fruitless + anti-democratic

Per @pagdavidson.bsky.social, DEWR had worked with ACOSS and other stakeholders on a framework that would more properly satisfy the legislation. They decided to do nothing for two more years instead, until the Ombudsman found they were still in breach of social security law. These people are hacks.

In 2023 a digital protections framework was drafted by dewr in consultation with orgs representing people affected. Not perfect, but the produce of a year’s consultation.
They’ve now gutted it of meaningful content.

This is the whole thing. Three pages. Four years late. Operating in breach of social security law, for FOUR years. DEWR have already been found to have unlawfully cancelled hundreds of thousands of welfare payments in relation to decisions they often have no oversight of at all. This is by design.

CPSU calls for pause on complex automated decision-making in Government

The Community and Public Sector Union is calling on the Government to immediately pause the use of complex automated decision-making in public service agencies until public service-wide rules are put in place.

At a member-only CPSU Town Hall held yesterday, members were asked whether complex automated decision-making (ADM) should be paused until government has developed clear and mandatory safeguards for the public service. The response was an overwhelming yes with 98% voting in favour of the halt.

Members from across the APS including government agencies like: Services Australia; the National Disability Insurance Agency; Department of Health, Disability and Ageing; Department of Veterans’ Affairs; and the Australian Taxation Office, said they were particularly concerned where an algorithm can determine a person’s access to or level of support with little or no capacity for a human intervention.

They also showed a great concern for the way these tools can harmfully impact the lives of Australian families.

Members highlighted concerns with transparency, with more than a third saying they were unaware if ADM is being used in their agencies. A recent report by the Office of the Australian Information Commissioner also highlighted limited disclosure of ADM use and identified gaps in transparency.

The union pointed to Robodebt as an example of what can happen when warnings from frontline workers are ignored, emphasising the need to learn from those mistakes as complex automated decision-making processes are rolled out.

The CPSU said it will continue to advocate for transparency, accountability and common sense in automated decision-making in public services, including the need for stronger protections around AI in the current round of APS service-wide bargaining.QUOTES ATTRIBUTABLE TO REBECCA FAWCETT, CPSU DEPUTY SECRETARY:

“Public sector workers understand better than anyone the risks of rolling out complex automated decision-making systems without proper safeguards, transparency and accountability.

“The lesson from Robodebt is clear: government must not allow complex automated decision-making to operate ahead of clear rules that protect people, uphold public service values and ensure decisions can be properly explained and challenged.

“When frontline workers are consulted and genuinely listened to, governments make better decisions. Workers can identify practical risks and unintended consequences before they become serious problems for the community.

“With public concerns about the algorithmic decision making in aged care, and a similar assessment tool planned for the NDIS, it is critical that we have clear and mandatory safeguards in place before systems are embedded in ways that could negatively affect the community – Australian families and public sector workers.”

Political commentator and independent candidate for Grayndler, Hannah Ferguson, says Prime Minister Anthony Albanese has restricted her on his social media accounts after criticising him on recent reforms to gambling and the NDIS.

Ferguson told The Snoop while she understood the need to moderate comment sections, “if the prime minister wants to show his support for anyone to run in a democracy — should his public social media accounts be able to restrict genuine criticism? I don’t think so.” 

Albanese’s personal social media habits have been in the spotlight of late. It was recently reported that his infamous appearance on the Bush Deep podcast was prompted by a response to a DM from host Nikki Osborne, while his now-wife, Jodie Haydon, also connected with him on social media. 

The Prime Minister’s Office was contacted for comment.

Interesting remarks on Mr. de Brouwer's Robodebt experiences in professionally censuring a number of senior APS for their roles:
“You have to be really clear about the expectations on people and that you have the correct processes. Behaviour matters. That’s part of success. I’m not ignoring the past, I’m really not. But my inclination is that it generally doesn’t help if you just talk about the personalities.”

But later in the interview we do talk about “the personalities”. De Brouwer has been here before. Last year he was investigated for code-of-conduct breaches over his handling of the Public Service Commission’s report into robodebt. He was cleared of all the allegations made against him.

“Maybe I have a naive view of human nature, but there are some sociopaths in the world,” he says with a wry grin.

“And narcissists,” he adds.

“How do you weed them out of a system? Either the system will exaggerate the traits, or it may give them the incentive to wind down those traits. You have to make hard decisions at various times, and people have to see there are consequences.”

When the Commissioner said these debts should not be pursued on any other footing than would apply to other debtors, that was both a policy AND a legal recommendation. 'No reason' is totally clear—the provision is arbitrary, and these debts are unsound. Accepting 'in principle' means waiving them.
