An apology is not a substitute for accountability. If an ordinary person unlawfully accessed government systems, they could be arrested and prosecuted. When a corporation does comparable harm, somehow it becomes a PR problem. If corporations are powerful enough to act like people in the economy, they should be accountable enough to face meaningful consequences when they break the law.
