The Court: – confirmed Article 8 applies before harm occurs; – required EIAs to include scope 3 (combustion) emissions; – upheld Norway’s staged system (EIA at PDO stage) → no violation. In short: #KlimaSeniorinnen defined the duty to act. #GreenpeaceNordic defines how States must act.
