Those choices include the peace process with Azerbaijan and diversification of international relations away from Russia, which has entailed closer ties with EU and US. Russian retaliation on the latter already includes limiting imports from Armenia and veiled threats to up the gas price (2/3).

Opvallend ook hoe jong het gros vd Russen is die zich op deze wijze uitspreekt: velen zijn scholier of net ouder. Zien we hier de eerste tekenen van een generatiewissel, of slechts een korte en beperkte opleving van iets menselijks dat snel weer de kop wordt ingedrukt? (5/6)

Ze kregen bijval van gevluchte Russen, die (straat)optredens organiseren in steden als Batumi (Georgië) en Belgrado (Servië). Er broeit al enige ontevredenheid in het land vwb vooruitgang op de eerste twee punten, dus is het behalen van tastbare resultaten cruciaal. Niet alleen voor de politieke toekomst van PAS maar ook voor de geloofwaardigheid en populariteit van het Europese pad. (7/7)

PAS wint een absolute meerderheid van zo’n 51% (naar schatting zo’n 55 van de 101 zetels) en heeft geen coalitiepartners nodig. Dit is ongetwijfeld een opluchting: een coalitie vormen met één van de andere partijen die in het parlement komen zou niet makkelijk zijn. (2/7)

The EU tried but didn’t manage to lead in the ARM-AZB peace process, but could still play an important role in the implementation part, which will be sorely needed if (when?) US attention shifts. But this would require very skillful diplomacy and at least some US good will. (6/6)

The deals mean different things to different powers with a vested interest. Russia has been pushed out of an important regional affair. Iran will be unhappy with increased US (commercial?) presence along its border with ARM, and Türkiye gains a direct link to Central Asia. (5/6)

Biggest uncertainty is the durability of US involvement. No mechanisms or guarantors in place to ensure progress on implementation, so it all comes down to not wanting to irritate Trump, which means his attention will be needed, and we all know how fleeting that is. (4/6)

Iran has consistently resisted AZB wishes for - essentially- an extraterritorial corridor through ARM, with whom Iran traditionally has good relations. I imagine Teheran will not be happy with increased US involvement in the region. What will this do to regional relations? (8/8)

Many questions remain though, esp. on implementation, since the declaration is not legally binding. What does “unimpeded connectivity” entail (border control? Law enforcement?)? What does “reciprocal benefits” mean? How will security along the route be managed? (4/8)

Overall, it does look like an actual compromise, within the margins of what could be expected. Both ARM and AZB don’t get exactly what they wanted, but both also get enough points to sell it at home. The symbolism of the whole thing could also have its own positive effects. (2/8)

4. De vraag is ook hoe Iran hierop reageert. De verbinding doorklieft diens route naar het noorden door Armenië, waarbij aartsvijand VS daar ook nog zijn intrede doet. Leuk zal Teheran dit niet vinden, maar kan en wil het hier iets tegen doen? 10/10

RU controle over deze verbinding zou zijn rol in de regio, die al een tijdje verzwakte, weer versterken, en als RU er eenmaal is, is het vaak moeilijk weg te krijgen. VS verandert iets vaker van leiders, dus maar eens kijken wat de toekomst brengt. 8/10

Enter Trump, met zijn voorliefde voor “quick wins”. Verschillende media melden nu dat ARM, AZB en VS een memorandum hebben opgesteld, waarbij management van deze verbinding wordt uitgevoerd door een privaat Amerikaans bedrijf. ARM zou daarbij de jurisdictie behouden. 5/10

Nu wil ARM best zijn grenzen openstellen hiervoor, maar wel met behoud van jurisdictie over zijn eigen wegen. Wat AZB echter wilde is geen ARM controle over deze verbinding, waarmee het in essentie een extraterritoriale corridor zou worden. eurasianet.org/armenia-tryi... 4/10
