Trump got it wrong. Lindsey Graham did not call to say that he had the votes to pass the SAVE Act. That day, Graham said he had the votes to pass Russian sanctions. Graham knew the votes for the SAVE Act are not there. Did Trump cognitively mistake one bill for another or did he flat out llie?
