The paper focuses on the 5 former British colonies in the #Caribbean – Antigua & Barbuda, Dominica, Grenada, St. Kitts, St. Lucia – which have turned their former colonial citizenships into strategic bargaining currency in the nooks & crannies of a global capitalist system not of their own making.

Instead, they are "cunning states" - a term initially proposed by Shalini Randeria for India - navigating the murky waters of #coloniality by commodifying #citizenship rights for wealthy investors and partnering up with financial consultancies who themselves evade revenue tax on their business.

Rather, (newly) independent Caribbean states are compelled to "smell like a market" so as to compete as economic actors in a global market in which investment migration & the migration industry play ever more significant roles. That doesn't make them "weak" states, as Eurocentric literature argues.

My article takes a longue durée approach that recenters the Caribbean in migration history & the political economy of capitalism. It borrows its title from Fernando Coronil's review of James Scott to argue that seeing like a (European) state isn't an option for formerly colonized, peripheral states.
