I just looked it up on the OECD website and the figure for Canada was just below the average at around 30%. The highest seems to be Belgium at around 55%. Where do your figures come from?

Under U.S. federal law (specifically 18 U.S. Code § 597 and 52 U.S. Code § 10307), it is a criminal offense to pay, offer to pay, or accept payment for voting or registering to vote. That's from Google, I'm not a lawyer.

No, that's a policy which has been tried and evaluated in other countries and would need approval from the legislature, not a direct enticement to vote a certain way.
