The artist is MILKBBI. A popular artist for these type of poppy mascot-type designs and infusing j-fashion and street fashion into a cartoonesque aesthetic. The quoted post was incorrect when I featured Pink Rabbit de Tsukuru Kawaii Mail and an example image of Dreamflyer. Pink Rabbit was an email system! The two CD-ROM programs are different but feature P-Rabbit's core of cute aspects of stationary, stickers, skins, and making 90s emails much cuter!
