The City Council just passed this resolution asking the Hennepin County Sheriff and University of Minnesota to take down all of their flock cameras. Seems like a no-brainer issue that would be a unanimous vote right? Council Members Rainville, Vetaw, Shaffer, and Palmisano voted no.
Calling on Hennepin County and the University of Minnesota to terminate the use of Flock Safety cameras used as license plate reader cameras.
Whereas, the City of Minneapolis government does not own or operate Flock Safety cameras, but residents of the city have called on their elected leaders to take any and all actions to stop the proliferation of Flock Safety cameras and ban their usage; and
Whereas, the Hennepin County Sheriff's Office (HCSO) and the University of Minnesota have deployed Flock Safety automated license plate reader (ALPR) cameras throughout Hennepin County and the city of Minneapolis; and
Whereas, a Star Tribune investigation in July reported that federal immigration enforcement agencies, such as ICE, had the means to access Flock Safety data, despite Minnesota law mandating that ALPR data only be shared for criminal investigations; and
Whereas, Flock Safety ALPR technology captures and retains detailed data on the movements of every vehicle that passes each camera, regardless of whether the vehicle's occupants are suspected of any crime, creating a comprehensive surveillance record of residents' daily movements; and
Whereas, communities across Minnesota including Duluth, Isanti County, Sherburne County, West St.
Paul, Saint Paul, Columbia Heights, Brooklyn Park, and Shorewood -have ended or paused their use of Flock Safety technology in recent months, citing cost, erosion of public trust, and concerns over how the data is accessed and shared; and
Whereas, for months, residents throughout the city of Minneapolis have been organizing against Flock Safety in their neighborhoods, and some have been successful in their efforts to remove Flock Safety cameras from their local streets; and
Whereas, the City of Minneapolis government does not own or operate Flock Safety cameras, but residents of the city have called on their elected leaders to take any and all actions to stop the proliferation of Flock Safety cameras and ban their usage;

It needs to be understood that no matter what narratives media is creating, Commissioner Barnette was not good at his job. Any time he presented to City Council he wasn’t able to answer basic questions and appeared very disengaged from his role and the public safety work happening in the city.
Public Memorandum
April 15th
City Council's Vision for Community Safety and Toddrick Barnette's Failure to Meet that Vision
Council vision: A balanced budget.
Commissioner Barnette's record: Unchecked overspending with no communication or opportunities for corrective action.
• Under Commissioner Barnette's supervision, MPD overspent their budget by nearly $20 million dollars. Commissioner Barnette concedes this oversight was due to the lack of engaged conversations with MPD leadership, and that he was not aware of the overspend until the third financial quarter of 2025. It is unacceptable for the City's senior leadership to make the kind of mistakes that come at a direct expense for taxpayers while undercutting the delivery of services.
• During the hearing for his reappointment on April 7, 2026, Commissioner Barnette was unable to provide a specific plan or any corrective measures to prevent this kind of overspending by departments under his supervision from happening again.
• During the 2025 budget mark-up session, Commissioner Barnette and his office requested $24 million for the proposed Community Training and Wellness Center, also known as "Cop City." Only after Council Members pushed back on this request did Commissioner Barnette admit that the potential full cost of the proposed project for taxpayers could be nearly $40 million.
• Additionally, despite stating the Training Center project could be a potential revenue generator, Commissioner Barnette later conceded there were no current leads to generate revenue to offset project costs.
Council vision: All residents receive high-quality safety services and deserve accountability when the City misses the mark.Commissioner Barnette's record: The case of Davis Moturi.
• Davis Moturi is a Black resident of Minneapolis who was facing specific threats of racist violence from his next-door neighbor. Mr. Moturi requested help and protection from MPD but did not receive it and was shot in the neck by his neighbor. There are still many unanswered questions about why MPD failed to protect Mr. Moturi and whether Commissioner Barnette has taken any corrective actions.
• In addition to Commissioner Barnette not taking ownership for this failure or explaining how it was allowed to occur, he has delayed progress on accountability. Despite claims that MPD conducted an internal review of the case and made operational changes, he has refused to publish for more than a year the results of any such review or operational changes made as a result of internal review.
Council vision: Safety for victims and survivors of domestic violence.
Commissioner Barnette's record: The cases of Allison Lussier and Mariah Samuels.
• Allision Lussier was a 47-year-old Indigenous woman and domestic violence survivor who was found dead in her North Loop apartment in February 2024. Since her death, family members, community members, and domestic violence advocates have been demanding officials investigate the circumstances of her death and the role that was subsequently played by MPD.
• Mariah Samuels was a Black resident and a domestic violence survivor who was killed in
2025. She called and engaged with MPD to receive help all the way up until the morning she was killed.
• This egregious killing came after the City Council requested more information on the City's response to domestic violence survivors due to unresolved concerns regarding gaps of services by MPD.
Council vision: Strong, successful relationships with credible contractors and partners.
Commissioner Barnette's record: Lawsuits, dubious contracts, and poor oversight.
• Commissioner Barnette failed to cancel the contracts with Salem, Inc. for viole…Hennepin County Attorney's Office charged two individuals connected to the organization led by McAfee with felonies related to their violence prevention work that Commissioner Barnette requested the item be pulled from consideration.
• Not only did Commissioner Barnette fail to cancel the contracts, under his leadership the Neighborhood Safety Department later brought forward two contracts for Salem, Inc. for $650,000, which was promptly voted down by the Minneapolis City Council.
• Commissioner Barnette failed to take preventative or corrective actions during the tenure of Neighborhood Safety Director Luana Nelson Brown, which included poor financial management, improper procurement protocol, and potential conflicts of interest.
• During Commissioner Barnette's tenure, council members received several complaints from contractors for lack of communication, delay in contract execution, and clarity on the broader strategy for violence prevention, for which they were selected to play a role.
• Last year, Commissioner Barnette oversaw the selection of OUR Rescue, formerly known as Operation Underground Railroad, as the City-contracted vendor to provide sex trafficking prevention services to MPD at the South Minneapolis Community Safety Center. The founder of this organization was federally investigated on sexual exploitation, sexual assault, and fraud allegations. Upon learning about this prospective partnership via a Star Tribune article, several council members and community advocates urged Commissioner Barnette to cease all collaboration with OUR Rescue and to utilize proper procurement processes to select a credible contractor. After much public outcry and persistent pressing from council members, proper procurement channels were used by OCS to select a credible sex-trafficking prevention vendor.
Council vision: Leadership who is active and involved, has a clear vision of a comprehensive public safety system, is knowledgeable about all the departments they oversee, …"Members indicated that his interactions with employees feel political, and that he is friendly and warm with some employees while ignoring others."
• "Members were very critical of the work environment under Toddrick's control.
Members indicated Toddrick's greatest flaw is that he does not hold the Police Chief accountable for his toxic behaviors, resulting in a culture of fear and strained relationships across the enterprise."
"Members noted that he is largely invisible, with communications mostly coming from the official newsletter."
• "Members get the sense that he does not know anything about their collective bargaining agreements and does not care."
• Commissioner Barnette and his staff were often absent from important agenda setting meetings where Mayor Frey's administration, City Council, and broader City staff meet to talk through agenda items coming before City Council committees.
• Commissioner Barnette regrettably has a track record of being unresponsive to standard requests. Council Member Chowdhury requested basic financial details and information on spending of the Canopy Roots contract for $26 million so she could conduct her business of oversight and engage with her constituents. The Council Member sent repeated emails with little to no response, to the point where the Council Member pleaded for a response on behalf of the community she represents. This is one of many similar experiences from multiple Council Members and their staff who seek information on behalf of the public.
• Even Council Members who supported Commissioner Barnette's appointment stated that they had frustrations with the lack of outreach, responsiveness, and collaboration with the City Council.

Now in 2026, the first mid-term after Trump winning, Angie Craig spent millions trying to push that same electability argument because of the threat of less-crazy Michelle Tafoya and she got crushed. Voters sent a clear message that selling out to ICE & Trump is not politically acceptable anymore.

The Sophie Cunningham inspired hate rally against Trans kids today at Target Center really shows how lucky we have been to have Cheryl Reeve representing the Lynx and our state. She’s truly a model for using your platform for good.
Cheryl Reeve advocates for trans athletes before Fever game
Katie Barnes

Minnesota Lynx coach Cheryl Reeve reiterated her support for transgender athletes on Saturday, a day before Sophie Cunningham and the Indiana Fever visit Minneapolis for a showdown between two of the WNBA's top teams.
"I come from a space of inclusion," Reeve told reporters. "The narrative that I think is problematic is to suggest that transgender athletes are the biggest problem in women's sports. This is what's bothersome. There is a faction of people in our country that are making this a massive issue."

ICE murdered Lorenzo Salgado Araujo in Houston this week. ICE immediately started lying just like with Renee Good saying Lorenzo was trying to run over the agents, but eye witnesses dispute this and the agents weren’t wearing body cameras. Then ICE mocked Lorenzo as he laid in the street dying.
Victor Salgado said his brother was yelling for help as he was bleeding out.
"It just happened so fast," Salgado told the attorney.
The three men lay helpless as their boss lay dying.
"Se querían escapar, verdad?" Victor Salgado recalled an ICE agent saying to him in a mocking tone. He relayed that memory to Balderas-Ibarra. "You wanted to escape, right?"

Minneapolis Police initially tried to excuse their cold blooded murder of George Floyd in a press release saying he died in a “medical incident” because they believed he was “under the influence”. This week it was revealed they continue to kneel on people’s necks. www.mprnews.org/story/2026/0...
The report documents an incident in Minneapolis where an officer used his knee to pin a woman who appeared to be experiencing a mental health crisis to the ground for about five minutes. They also document an incident where a police officer stunned a man multiple times who was carrying a pair of grilling tongs.
"We did find indications that were concerning within the use of force reports that MPD provided us that officers were escalating encounters with people who they knew to be experiencing a mental health crisis, and that they also failed to use de-escalation techniques," Rolnick Borchetta said. "To see that that was continuing in early 2025 was concerning."

Wild to look at these Star Tribune poll numbers on data centers knowing half of the Minneapolis City Council supports them. Such a unifying issue across every single demographic and yet some politicians are so captured by corporate interests they still want to shove them down people’s throats.
Would you support or oppose the construction of a data center in your community to expand artificial intelligence technology — commonly referred to as "Al"?

FOR IMMEDIATE RELEASE

MINNESOTA
STATEMENT by the Minnesota Police and Peace Officers Association on today's ICE activity and political reaction in
Minneapolis
ASSOCIATION
(St. Paul, Minn.) Minnesota Police and Peace Officers Association Interim Executive Director David Titus said,
"The Minnesota Police and Peace Officers Association stands firmly behind law enforcement officers, accountability under the law, and the safety of every Minnesota community.
Irresponsible, reckless rhetoric from political leaders attacking law enforcement has real and dangerous consequences for officers on the street. When officers are vilified, demonized, or used as political props, it fuels hostility, emboldens bad actors, and puts lives directly at risk.
MPPOA calls on leaders to stop the inflammatory language and respect the legal and investigative process."

It’s impossible to fully capture how much Ivonne & Jason have done. They’ve not only been patrolling their community 24/7 since December, but hundreds of families they don’t even know from all across the city ask them for rent help, translation help, legal help & more and they help them immediately.
Since immigration enforcement has increased in Minnesota, Chavez has fielded questions and requests for assistance from Latinos across Minnesota.
He and his policy aide Ivonne Hernandez are now operating as a de facto clearinghouse for people looking for help, directing them towards legal and financial resources - city programs, mutual aid networks and nonprofits.
Many immigrants stayed home from work in January and February for fear of ICE, missing out on needed income. As March 1 approached, Chavez and Hernandez were fielding dozens of requests for help paying rent. In a spreadsheet, they logged information of the callers, then matched them with a program or fundraiser that could help.

From what I saw today firsthand it was the sheriffs today constantly escalating at people protesting peacefully. The sheriffs were masked up like ICE while working hard to agitate and provoke the residents they were sworn to protect, all so they could provide security for ICE who murders people.
Statement on unlawful assembly, arrests at Whipple Building:
This morning, our deputies issued dispersal orders at an unlawful assembly outside the Whipple Building after individuals blocked roadways, blocked access to local businesses, dumped glass into the street, and threw rocks, ice chunks and water bottles at law enforcement creating a serious public safety hazard.
Arrests are being made.
Freedom of speech and peaceful assembly is a right.
Endangering the public is not. Unlawful activity including blocking roads, intentionally creating hazards and assaultive behavior will not be tolerated.

The final vote of the term for City Council was a resolution against using less lethal weapons for crowd control and supporting discipline in the police contract or discipline matrix if police officers violate the separation ordinance. Palmisano, Jenkins, & Vetaw voted no (Rainville was absent)

If city personnel were to enforce federal immigration laws for the federal government, it would squander limited municipal resources, have deleterious effects on public safety, and have a chilling effect on immigrant populations' willingness to report crime and cooperate with the city's public safety efforts;
Whereas, although the federal government has the legal authority to enforce immigration laws in the United States, in Minnesota, and in the city, the city will not act or operate its programs for the purpose of enforcing federal immigration laws.
Additionally, it is the policy of the city to vigorously oppose any effort to require the use of city resources for the enforcement of federal immigration laws;
Whereas, if there are ever violations of the City of Minneapolis Separation ordinance by the Minneapolis Police Department, there should be transparent accountability and discipline processes in place;
Now Therefore Be It Resolved by The City Council of The City of Minneapolis:
The City Council supports including language in the upcoming police contract or in an updated discipline matrix to establish consequences for police officers who violate any current or future separation ordinances.
Be it Further Resolved that the City Council is requesting Mayor Frey and the Chief of Police to update the discipline matrix to include discipline for officers who violate the separation ordinance.
Be It Further Resolved that the City Council requests that these violations be placed in Category D, which includes 160 - 300 hours of suspension, demotion, and Category E, which would be termination.
Be It Further Resolved that the City Council opposes any use of so-called "less-lethal" weapons as crowd control against people in Minneapolis, and calls on the Mayor, the Police Chief, and any other person in a position of authority over law enforcement personnel to end the use of these weapons in Minneapolis.

Yesterday morning, federal agents executing a warrant were assaulted, threatened, and blocked by a violent mob. They called us for help. We responded only to protect lives and restore order - nothing more. We do not do immigration enforcement. Never have, never will.
A core of professional agitators refused every order, attacked officers with frozen bottles and rocks, damaged patrol cars, and shouted "Don't let them leave." Our officers, while being assaulted, used the absolute minimum force necessary to end the threat and get everyone home safe.
Not one rioter was seriously injured. Several officers were struck by projectiles, yet every one of them showed extraordinary discipline and courage.
This is not about politics.
This is about public safety.
We are not your adversary.
We are your police.
When the next mob comes, please stand with us - not against us.
Our community deserves nothing less.

Brian Strahan supporters are making the case on the I Love NE FB group (the bad one) to vote for Brian because he’s liked by republicans. When the person initially making this point tried to then distance it from saying Trump supporters like him, the Trump supporting moderator confirmed it.
Jill Davis: “Conor Hesch Sounds like you like Brian. But the fact remains, he has not lived in Ward 1 until the last month. He has not been upfront about his residency. Quite honestly, I don't find it a bonus point to have Republicans supporting your candidate.”

Anonymous member 619: “Conor Hesch Wow the Trump voters like him? He's perfect for our city council then?”

Conor Hesch: “Anonymous member 619 | doubt Trump-fans like Brian but I know some moderate republicans who do.”

Katrina Johnson Moderator: “Conor Hesch This Trump fan likes him.”

Just delivered a sign for someone who requested it because their landlord put up a Strahan sign. This shows the choice we have this election. Elect someone who fights for renters who actually live here, or elect someone that voted in Ward 3 in January 2025 that’s having landlords put up his signs.

I’ve been getting her emails even though I never signed up and don’t live in Ward 12. What strikes me every time I read them is that she lists her campaign address as her Northside address. This email is from 9/12, after she filed an *affidavit* of candidacy that she lives W12

What makes thing worse is that publicly available property information has shown the whole time that he has homesteaded his Ward 3 home. So even if somehow he was truly living in his Ward 1 home, he’d just be committing more fraud.
Screenshot of county’s website showing the W3 home is homesteaded. Address left out as to not dox

In the Strib voter guide Brian Strahan says his neighborhood is Logan Park. Close, but not quite. His Ward 3 home where he has voted from as recently as January of this year is Sheridan neighborhood. The duplex his wife owns in Ward 1 is Windom Park. Lying so much he can’t get his story straight.

At a time when the right is calling for homeless people to be euthanized, I’m not sure how this statement can be made with a clear conscience. The city’s response to homelessness is inhumane and a massive failure.
MAYOR FREY'S STATEMENT ON ENCAMPMENT SHOOTING:
Last night, multiple people were seriously injured at an encampment. My thoughts are with the victims and the Southside community.
We are grateful to our partners at the State who are willing to assist MPD's efforts to address crime in the area, and we will be closing this landlord's private property encampment today, now that MPD has finished investigating the scene. If the landlord wants to sue us, we'll see him in court. It was his choice to prevent us from closing it twice before, and this won't be tolerated.
Equivocation on this issue is unconscionable. Whether you're a private property owner or an elected official, the time for hedging is over.
We have years of evidence showing that encampments are unsafe. They don't just endanger residents; they create conditions where some of our most vulnerable neighbors are exploited by drugs, violence, and trafficking. They regularly end with violence, fire, or tragedy. That is why we close them.
Making encampments more "permanent" is not harm reduction—it entrenches harm. Our obligation is to help people transition to safer, healthier alternatives.
The City's Homeless Response team will continue to go out daily, offering shelter and resources. Our Mobile Medical Unit will continue to go out daily, providing health care and opioid resources. The Minneapolis Police Department will continue to respond to areas to ensure tents aren't being set up. And we will continue to work with our partners at the County to connect people to housing.
After we offer those services, encampments must be closed. We cannot allow them to persist when violence, danger, and tragedy are the norm. More lives will be lost if we do.

They can take away the DFL endorsement, but can’t take away us. It’s going to take all of us working hard hitting the doors this fall to get a new Mayor. Come to my fundraiser for @elliottpayne.org tomorrow from 6-8 PM and learn how to get involved in Ward 1 and make a difference this election.
