In 1886 the Bay View Massacre took place in Milwaukee when 5000 Polish immigrants and 7000 manual laborers striking for an 8-hour work day were met by 250 National Guardsmen under "shoot to kill" orders from Governor Jeremiah Rusk. Seven strikers died and a disputed number were injured. (1)
