It’s a publicity stunt, Russia has export bans in place and is importing diesel from South Korea because it doesn’t have enough for itself after the Ukrainian attacks. It’s another hoax and a way to make MAGA voters mad at Ukraine. Not one drop will flow, the price will not budge.
