Speed in recall is important. If you don't test it at first, you must test it eventually. Tasks become automatic. They must, otherwise you can't move on. Speed is actually the ultimate goal, and so... yeah, it must be assessed for.

It's exactly the same reason it needs developing in the US context, then, except it seems like you are farther along the path to success. The whole notion that pedagogy exists somehow without the epistemological and methodological underpinnings of the subject taught is making all our kids dumb.
