Tony's pizza is only a couple of bucks and it's not terrible. Poor people buy what they can to stretch what they get. Once in a while they get nicer options as a treat or to celebrate. I learned how to make tuna casserole a hundred different ways as a kid. Going hungry isn't fun or fashionable.
