Due to the long Antonelli SC, the field was super bunched; and so Ferrari probably looked at the timing screens and said "well if we *don't* give it back and *do* get a 5-second penalty, it would cost us not just Albon's place... but also 3 (or 4!) more places." And it just wasn't worth that risk.
