For the record, I think the story in NAZA shows potential war crimes, however it does not in itself show genocide. For genocide allegations to be successful, South Africa needs other evidence and that is what they try do in their submission.

My comment: the arrest warrants have to be approved by a panel of three judges which happened 21 November 2004, this provides checks & balances on the prosecutor. However, it is a potential problem if the Chief Prosecutor has discretion when to make the application for arrest public.
