An "icon" can be understood immediately: it directly resembles what it signifies. An "index" can be reasoned from commonly shared context. Why is there a sign with a knife and fork by the roadside? Ah yes! But a "symbol" is totally arbitrary and must be learned, e.g. "Maybe It will happen today"
