Since opening the Center for Diversion Services last year, data indicate that diversion referrals remain far below capacity. The CDS is a 24/7 facility designed to provide a safe, immediate alternative to arrest for individuals suffering from health needs or extreme poverty.

What’s happening at the jail is a human rights crisis and it’s morally imperative we leverage every tool to reduce the jail population. This means stepping up our use of pre-arrest diversion.

In 2023, the Fulton Jail was found by the U.S. Dept of Justice to be in violation of the constitutional rights of incarcerated people, resulting in a federal consent decree in 2025.
