i think you're underrating him and overrating nixon. And like i hate both those people, but Vance makes the whole point here - the goal posts have drastically shifted, and thus Vance's skillset is way better suited to this moment than Nixon's. The failure to recognize this IS a failing.

Just to clarify, the implication is that usually there isn't enough bacteria in the water to infect people's skin, only when it's concentrated in the shellfish. Lots of skin infections suddenly implies there's now enough bacteria in the water to directly infect people.

Seems clear that on average most people get it from eating shellfish which concentrate it, this outbreak is special because it's mostly skin infections. Which has, like, all the implications.
