It kinda depends on your scale. At megabytes, it doesn't matter. At terabytes, I'd go with powers of 10 - being 10% out from what your users assume is much messier, and that's before you get into formatted capacity confusion.

How big a factor are the commercial rates WCC charges in the overall per-sqft lease price? My main question is what the actual net economic benefit to the ratepayers is projected to be, if you're wanting to offload rate revenue from commercial building owners on to households.
