Opt-outs are getting covered as a measurement debate. They are a funding question. Federal law ties Title I to a 95% participation requirement, and Minnesota is sitting right at that line. The schools serving low-income students carry the risk.

Irene Fernando won a mandate — 55.3% in a four-way race. And the more I dig into the math, the stronger her win is. To start, she won every city in the district: all four Minneapolis wards, Plymouth, Golden Valley, St. Anthony, and Medicine Lake. 🧵

Every story about kids skipping state tests misses a big issue: the money. Federal law requires 95% of students to take the test & funding for schools serving low-income kids is tied to that number. Minnesota is right at the line. If we lose confidence in measuring learning, schools lose money.

Minnesota kids ARE taking the MCAs. The reliability problem is real in some high schools, but it is not a verdict on the whole system. Statewide participation is back to 94.8% in reading and 93.1% in math. Roughly 97% in elementary, 93% in middle school, and climbing since COVID.
