I agree : service quality delivered by the journal is the best way to compare journals across disciplines: it is independent of the size of the discipline, the number of citations, or the purported quality of the scholarly contribution which is impossible to compare across disciplines anyway.

Yes, in the humanities a journal indicates more a place of belonging and identification. Also prestige hardly plays a role in the small subdisciplines of the humanities, where e.g. the notion of ‘famous’ applied to a researcher typically means famous in a circle of a few thousand people, a village.
