To be clear, disabling the device that maintains the memories is what MAKES it murder. While the memories exist in the terminals, they are literally not dead until we turn them off. On the other hand, they don't become "alive" just because people remember them.

In the world of FFXIV, your memories are the only immutable irreplacable part of you. The fact the the Endless constructs are able to write new memories means that they still exist as people, regardless of the state of their bodies. The memory tampering that Solution 9 does is a separate matter.

Noire would literally not have taken down the terminals until she could find a different way to store all the people inside. Turning off those terminals represents the greatest act of murder she could possibly take part in if she were to do it. She'd find another way.

Noire's dream would be to teach necromancy in a class setting. She truly believes her craft is something everyone should no how to do. Realistically though, she is taking great pains to see that her expertise in her job does NOT spread.

Noire is the absolute defense. If she's doing combat on her terms, she is summoning other things to fight for her, but even if you kill her, she won't stay dead. If your win condition is killing her, you have already lost, but then death isn't the worst thing that can happen to you.

The other way would necessitate that you die in a way where she couldn't bring you back (Her necromancy does have limits. In which case, she does NOT cope. Your death was her fault. She'll agonize over it for eternity. When you can do what she does, everyone who dies before their time is her fault.
