Actually it's probably even lower than that, because .025% is just the rate to get ANY 3 star not featured on the banner. That Xmas Oguri Cap (currently considered the bane of Uma Meta) Could just as easily been Tosen Jordan or something. And there are about 90 3 star Umas available in global.
