If you follow this train of reasoning you get honeypots in memory. I'll admit I don't like that outcome but I'd guess this is what they were thinking. Minimizing the time a plaintext password spends in RAM seems more reasonable.

You could decrypt and stream straight to the network, but if RAM is compromised they can still sniff the payload. Keeping attackers *out* of RAM is the primary objective most of the time.

AFAIK threat models don't usually include encryption in RAM. The password has to get unencrypted and loaded into RAM in order to be used so a worst-case analysis says it's not worthwhile.
