What’s the future of Homes England?
The Arms Length Body has flirted with ‘place’ throughout its history, but has it responded too late to devolution and will that be its death-knell?

Muddling through: what’s next for LGR?
The Government’s decision to pause LGR has thrown the programme into uncertainty — here are four scenarios for what could happen next, and what that might mean for devolution.

The Scottish Government has been unenthusiastic about devolving power within Scotland, so it's notable that the Swinney administration’s new Programme for Government proposes exploring a new model of “regional local government”:

Is this the terrain on which the Conservatives will challenge devolution — its implications for the size of the state, the cost of devolution and the prospect of higher local taxes?

jacktshaw.bsky.social @jacktshaw.bsky.social · 02/09/2026
For devolution to be credible, the Conservatives' Alex Burghart says that it must be underpinned by three guarantees: (a) a reduction in size of civil service; (b) whether it'll be driven by the public — citing LGR; and (c) whether strategic authorities can cut taxes.

The three new cross-government taskforces give strategic and local authorities much to focus on. On high streets, yesterday I learned that since 2015, UK Government has only published one High Streets Strategy: in 2021, the post-COVID Build Back Better High Street Strategy.

Under SEND reforms, the Government will cover 90 per cent of local authorities 'historic' SEND debt. But SEND home-to-school transport sits outside the Dedicated Schools Grant. Do we know whether the 90 per cent also covers current SEND transport costs?

Today's new Substack. Bins, bogs and burials: what's the future of local government? Local government will spend £151 billion this year on public services, but there is comparatively little interest in asking the question. Some reflections: jackshaw.substack.com/p/bins-bogs-...

Bins, bogs and burials: what’s the future of local government?
Curiously, there has been little interest in its future, despite authorities spending an anticipated £151 billion this financial year and delivering many of the services that we rely on every day.

One recommendation Andy Westwood, Patrick Diamond and I made in evidence to the Economic Affairs Committee's inquiry into fiscal devolution was that the Government should invest in the Local Democracy Reporting Service. Accountability will be a key theme as devolution proceeds.

To take an example - Hackney or Barking & Dagenham would have issued a S114 long ago if they had Wandsworth-level council tax rates!

I'm not quite sure, but a combination of those I suspect. My main thinking is that any local authority that can repeatedly keep council tax low has only been able to do so because the LGFS or their financial arrangements gives them an advantage?

My point is more that it is politically unsustainable. And for what it's worth, I don't think those authorities with lower council taxes are better run per se (though many of them are well run): they have structural advantages.

jacktshaw.bsky.social @jacktshaw.bsky.social · 24/08/2026
Oh I think they'll have to increase council tax higher than they usually would, I'm just skeptical they would ever increase it anywhere near those figures quoted. They'll use a combination of reserves and some efficiencies and the 'real' figure will be much lower.

Following the Fair Funding Review, the Government gave six authorities — including Wandsworth and Westminster — permission to raise council tax by more than 5 per cent. Wandsworth has mooted a 160 per cent increase; Westminster, 200 per cent. That's not sustainable.

This is what I'm making a case for: high streets are dominated by too much retail and they need restructuring - with services and experiences alongside retail. That doesn't mean taking issue with charity shops per se, but it does mean having less of them. Policymakers have avoided that by and large.
