The best way for Burnham to defy charges that he's "anti-London" is to deliver radical fiscal devolution, allowing projects like the Bakerloo extension to be self-funded. London currently retains just 7% of tax revenue, compared to 50% in New York and 70% in Tokyo. www.arguably.uk/p/set-london...
