This is by design. If the WH will act as a criminal enterprise, you need to limit the barriers. A functioning unit at DOJ is such a barrier. Same for the NSA cyber unit. the ones who counter foreign hackers. Trump wants them attacking elections on his behalf. so he weakens the unit.
