I think there needs to be more nuance though. Again we're artists are used to front policy change while publishers continue to licence authorial works to #AI companies. There needs to be a distinction of #copyright holders ie. authors vs those holding exploitation rights.

Let's not also forget those with exploitation rights (producers and publishers) that do not pay authors properly and licence access to datasets and for TDM and training #AI models, securing their own future income streams.

What an excellent paper! Asking for a shift in the way data is governed by framing it as infrastructure (as opposed to an individual lens/propertisation) - incredibly helpful for the generative AI copyright debates currently in the UK.
