For someone from a targeted minority, it means an address book that maps out an entire community, not just one account. For anyone with family abroad, it means the only line home is being watched.

For a journalist, it means a source's name traveling through VK's servers the moment it's saved as a contact. For an opposition member, it means every message is readable by the same government they're speaking out against.
