MI5 chief Sir Ken McCallum issues a dramatic nationwide “call to arms” warning Britain faces greater more complex terror threats than 2001. When where and how to cope must be planned for. His “call to arms” is for help from across the country www.independent.co.uk/news/uk/poli... or archive.ph/Ny4SY
MI5 chief warns Britain faces greater danger now than on 9/11

In an exclusive op-ed for The Independent on the 25th anniversary of 9/11 , Sir Ken McCallum warns Britain faces the ‘worst of both worlds’ – as Russia and China pose growing threats alongside terrorism

Sam Kiley
Friday 11 Sep 2026 05:00 BST - excerpts:

He [Sir Ken] writes: “This is my call to arms after 25 years: government, business, academia, and the public must treat national security not as the specialist concern of a handful of agencies, but as a shared national endeavour.”

The threat level in the UK is currently at severe, the second-highest category, meaning that an attack is highly likely.

In his rare engagement with the public, Sir Ken uses The Independent to warn that the UK, and the wider West, needs to shun complacency following this success.

He writes: “Contending with rising State-backed aggression – whether sabotage subcontracted to criminals, or covert interference in our democracy, or destructive cyber attacks on power stations – demands new laws as well as new tradecraft.”

Russia has used the full spectrum of attacks that he refers to against the UK in the last 15 years as well as state-sponsored murder.

For Sir Ken, there is no “if” in the planning, or language, or that there will be another “next shock”. It is the when, where, and how to cope that must be planned for. His “call to arms” is for help from across the country.

“In 2026, unlike 2001, many of the assets, systems and services under threat sit in private sector hands. This means many of the most critical decisions will be taken not in COBR but in boardrooms.

“We need a new team of teams, preserving an open economy but cooperating across government, industry and academia, to close vulnerabilities and enable swift coherent action when crises hit.”

Russia warns Britain is ‘playing with fire’ by supplying Storm Shadow missile technology to Ukraine

Russia has warned it could strike British military targets over the UK’s support for Ukraine.

Russia’s foreign ministry spokesperson told the UK to back off on what she called London’s hostile stance on the war, which she said risked taking the conflict to an entirely new level.

Maria Zakharova told the same Moscow news briefing earlier that Britain and France were “playing with fire” by supplying sensitive missile technology to Ukraine.

But the Ministry of Defence has hit back saying Russia “should be in no doubt about the resolve of this government to stand against Russian aggression, in Ukraine and against the UK and our allies.”

Britain announced on Monday it would allow Kyiv access to classified technology to start its own production of Storm Shadow long-range cruise missiles, capable of carrying out strikes deep within Russia. France has already given its assent to licence the technology for the European missile.

That decision has drawn strong condemnation from Russia, with president Vladimir Putin’s spokesperson Dmitry Peskov saying it would add “fuel to the fire” of the conflict.

But Andy Burnham told reporters in Kyiv during a visit earlier this week: “Who started the fire? That’s the question, isn’t it?”

See 2/42/4

Russian intervention comes as tensions between the Kremlin and Downing Street continue to escalate, a week after Russia’s embassy in the UK said reports that Ukrainian forces had used unmanned aircraft manufactured by two UK companies “confirm that London is deliberately opting for an escalation of the Ukraine crisis”.

But former ministers have said Mr Burnham must not flinch in the face of the threats. Former foreign secretary Sir Malcolm Rifkind told The Independent: “This is probably usual sabre rattling from Russia. "It is not impossible they might try a significant cyber attack or something military  to appear macho. If they do  they should remember that the UK has offensive cyber capability and could use it!"

Former defence secretary Grant Shapps said: “The real Russian threat to this country is not a missile over Hertfordshire - it is sabotage, cyber attacks and hybrid operations against our defence industry, our undersea cables and our critical national infrastructure, deniably and by proxy. That is where ministers must harden our defences now, not after the fact.

“The answer to intimidation has never been to back away from it. If London flinched every time Moscow rattled the sabre, the sabre would simply be rattled more often, and next time over Poland or the Baltics. We should say plainly to the Kremlin: your threats will not divide us from our allies, they will not slow a single delivery to Kyiv, and the fastest way to end the risk you claim to fear is to withdraw your forces from Ukraine."

Moscow accused Britain of “seeking to contain Russia and inflict maximum damage on it by proxy” and warned that the deeper its involvement becomes, “the higher the price it will pay”. “London’s actions will inevitably carry consequences for which it will have to answer,” it said.

See 3/43/4
But Mr Burnham hit back, saying Britain would not be deterred by the threats. The prime minister visited Kyiv this week in his first trip abroad since entering Downing Street. While in the capital, the UK reaffirmed its “unwavering” commitment to Ukraine, which in turn provided what officials described as a “goldmine” of combat data to enhance British security.

During his visit, the prime minister urged Ukraine’s allies to send more interceptor missiles to Kyiv as Ukraine struggles under continued Russian bombardment.

He co-chaired his first coalition of the willing meeting, where he said the group was doing “everything we can” to “dig into our own stocks and help others dig into their stocks”.

Whilst he was visiting the country, Kremlin adviser Andrei Fedorov warned that British factories manufacturing drones for Ukraine could face targeting by “unknown sources”.

The former deputy foreign minister for Russia stated he could not “100 per cent exclude” the possibility of “semi-military” operations directed at Britain.

Mr Fedorov told BBC Newsnight that “sooner or later, there might be not only verbal, but maybe some visible reaction from Russia towards the UK”.

See 4/44/4

Asked to elaborate, he said: “There are different discussions how it should look – it might be so-called technical reaction, maybe some hacker attack from an unknown source, not from official level of course.

“There might be different political steps, and I cannot exclude 100 per cent that there might be some semi-military, for example.”

Pressed to define “semi-military”, he said: “For example, something might happen with enterprises, with the factories which are producing drones for Ukraine, etc etc.”

Asked whether this meant British factories in Britain being attacked militarily by Russia, the adviser said: “They could be attacked, not by Russia, but by... from unknown sources.”

A Ministry of Defence spokesperson said: "Britain stands shoulder to shoulder with Ukraine and we are committed to providing the equipment Ukraine needs to defend itself against Putin’s illegal invasion.

“Russia should be in no doubt about the resolve of this government to stand against Russian aggression, in Ukraine and against the UK and our allies."

Full copy:
Blackout Britain just got one step closer – here’s what could tip us into darkness - Alongside the demands of data centres, the power grid already faces problems with this summer’s extreme heat, the threat of cyber attacks and queues for connection from renewable energy projects. Now the UK’s grid operator has been given the green light to pull the energy plug at short notice

There have been serious power outages in the UK: the miners’ strikes in the Seventies that resulted in nationwide rationing, the Great Storm of 1987 that killed 18 people and left 1.5 million more without electricity, and the National Grid fault of 2003 that trapped thousands in the London Underground are the worst instances in the nation’s recent history. But, for the most part, we flick a light switch on and just expect everything to work.

That energy shifted a little recently, after the news broke that millions of households could face emergency power cuts at short notice under newly introduced rules, which allow grid operator Neso to pull the plug without government authorisation to avoid widespread blackouts when supplies run low. This could result in three-hour-long rolling blackouts across the country with only eight hours’ notice to prevent total system collapse.

In some sense, the alarming announcement is unsurprising. Last summer, both Spain and Portugal experienced a blackout of unprecedented scale and duration, which left residents plunged into darkness.

In the UK this summer, Neso has issued numerous pleas for more power generation to cope with the pressures that this year’s extreme heat has placed on electricity systems. Last month, whistleblowers claimed that Neso “failed to meet the grid security standards put in place to prevent blackouts”. The government later denied these claims. 2/42/4
Paul Ekins, professor of energy and environment policy at University College London, chalks the UK’s energy wobble down to three elements: The country’s transition to clean energy (renewables generated over half of the UK’s power for the last two years), policymakers being so focused on generation that they took their eye off the ball of the modernisation of the grid, and the increasing quantity of AI data centres springing up across the UK, which were reported to be consuming 6 per cent of the UK’s electricity this May.

“My own feeling is that the problems we’re experiencing are manageable provided that we keep an eye on data centres, which could spiral out of control,” Ekins says. Ofgem announced in February that more than 140 data centres had come forward seeking grid connections, with some requesting more than 50 gigawatts of capacity. If these plans went ahead, data centres would use more electricity than the entire rest of the country. “I’m not sure how sustainable that is,” says Ekins. “Not just environmentally, but in terms of power.”

Britain has already spent £1bn this year on wasting homegrown wind power, which could’ve provided energy to millions of homes, data from the Wasted Wind tracker showed earlier this month. “The way Britain’s electricity system is run is bonkers,” said Octopus Energy’s chief executive, Greg Jackson, in a statement after Britain passed the £1bn milestone. “You wouldn’t grow tomatoes in your garden, only to bin them and buy expensive, imported ones from the shop,” he said. “So, why are we doing the same thing with electricity?”

By 2030, wasted wind power could generate 6.8 million tonnes of emissions and cost the country £3.5bn, increasing average annual household electricity bills by nearly £200, the financial think tank Carbon Tracker warned in 2023, urging policymakers to prioritise investing in grid modernisation to keep up with wind power advancements. The energy regulator is preparing to charge data centre developers 3/4
a new Data Centre Commitment Fee for grid connections to block some speculative projects, with proposed charges ranging from £237,500 to £712,500 per megawatt. “If Ofgem says they can have that bit of the grid and then that company never delivers, it’s blocked up that section for everybody else,” says Jim Watson, professor of energy policy and director of the UCL Institute for Sustainable Resources. “The commitment fee is testing whether developers are serious when they propose a data centre. Can they put their money where their mouth is?

Alongside the demands of data centres, the power grid already faces problems with queues for connection from renewable energy projects as we race to reach net zero. “It’s quite remarkable that we now generate more than 50 per cent of our electricity from renewables and get fewer power outages than we did when we were relying on fossil fuels,” points out Ekins. “But when we have a transition – get divorced, move home, change job – there are all sorts of uncertainties we have to navigate. The electricity system’s exactly the same.”

One big obstacle is the Scottish boundary bottleneck, which stops surplus wind and renewable energy generated in the north from reaching high-demand areas in the south, where the highest number of data centres are; Slough alone has as many as 40. “We’re currently paying quite a lot of money to turn off renewable power, at times when the wind is blowing or the sun is shining, and electricity demand is not sufficient to absorb all that,” explains Ekins. “The demand in the Highlands is not as great for obvious reasons, so it’s a complex issue.”

“You woul…4/4 Scotty Murray 44 who lives in Johannesburg says scheduled power outages were first spoken about in South Africa in much the same way they have been in the UK. Small rumblings soon turned into “nothing to worry about” until the “temporary measure” became embedded in the nation’s way of being. “I remember one politician back in 2010 saying load shedding was going to be ‘a thing of the past,’” he says. “We’re now sitting in 2026 and it still happens regularly.” Simple tasks like food shopping, school projects and work meetings suddenly require strategising to get sorted while power is on. As such, many households – who can afford to – purchase generators, inverters or solar panels to attain an independent energy supply. All in all, power cuts are estimated to have cost S.Africa’s economy R35bn (approx £1.6m) between 2007 and 2019 which is roughly equivalent to the impact of the 2008 global financial crisis on the countryds gross domestic product growth. Environmentally, research has found that load shedding, in tandem with outdated wastewater treatment plants, led to increased discharges of untreated sewage, which severely impacted water quality, surrounding coastal and river ecosystems, and jeopardised public health. “You don’t realise how much you use electricity until it’s gone,” says Murray.

Could this be a look at Britains future? “Were nowhere near that kind of situation” reassures Watson. “In the UK, it’s very much just planning for worst-case scenarios,” he adds, conceding that the grid company “doesn’t know the precise combination of circumstances” that could lead to a short-notice power outage, so are instead prepping for emergencies, such as large gas stations and wind farms dropping off the system at once.

“Because these things happen fast. In a matter of minutes,” Watson says ominously. “We have a pretty reliable system. The challenge is to keep it that way.” https://www.independent.co.uk/life-style/power-cut-uk-national-grid-emergency-b3032690.html

CIA director John Ratcliffe made a short visit to Moscow on Tuesday to meet with Russian officials for talks not announced by the White House or the Kremlin, according to multiple US reports.

The large US Air Force C-17A Globemaster III took off from Riga in Latvia on Tuesday morning before flying across the border into Russian airspace and landing at Vnukovo International Airport, according to data from Flightradar24.

It is thought to be Ratcliffe’s first known trip to Russia since taking up the position as intelligence chief last January.

The last time a US spy chief visited Moscow was in November 2021 when Ratcliffe's predecessor, William Burns, held talks with Vladimir Putin; three months later, the Russian president invaded Ukraine.

Kremlin spokesperson Dmitry Peskov said that he did not have any further information about the aircraft when pressed by reporters.

US media, including Axios and CBS citing unnamed sources, later reported that Ratcliffe was on board the plane in order to attend meetings but did not say with whom or what the talks are expected to be about.

The US told Ukraine to suspend strikes while a senior delegation travelled to Moscow, a source told Axios,

Donald Trump has not commented on the visit and the CIA declined to comment.

The heavy transport plane is designed for carrying troops and military equipment and arrived in Latvia on Sunday from the US Camp Springs airbase near Washington DC, according to the flight tracking website.

The last time a US registered jet took off to Russia from Europe was in January earlier this year when special envoys Steve Witkoff and Jared Kushner held peace talks with Putin on Ukraine.

It comes a day after Andy Burnham’s declaration of unwavering support for Ukraine “despite Russia’s outrageous threats to my country” during his first trip to Kyiv.

The prime minister called for further economic sanctions on Russia and said that “this is the moment to keep up the pressure” on Moscow.

Tensions have been mounting between Russia and Europe as the Kremlin again rejected any possible deployment of Nato troops in Ukraine, calling the suggestion “unacceptable”.

A meeting of Europe’s “Coalition of the Willing” was held on Monday in order to rally support for Ukraine where the proposal was discussed.

US-brokered negotiations have largely stalled since the outbreak of the US-Israel war on Iran, which has diverted significant resources and time away from the war in Ukraine.

Last month it was reported that FBI director Kash Patel is to be hosted by KGB officials in Moscow in October but the agenda of the visit is yet to be disclosed.

The British government is stepping up work on a “home defence” plan and drawing up a public information campaign about preparing for an emergency, against a backdrop of Russian threats and a cyber attack on a UK energy facility thought to be linked to Iran.

Work on the government “war book” — a manual for the defence of the UK against external threats — has been accelerated, after ex-prime minister Sir Keir Starmer warned this year that “there could be an attack by Russia on Nato as soon as 2030”.

Meanwhile, Andy Burnham’s government is preparing a publicity campaign telling households to prepare for severe disruption from events such as extreme weather or cyber attacks, government officials told the FT. People would be told to ensure they had emergency supplies such as tinned food and bottled water as part of the campaign, the officials said.

The focus on national resilience was heightened by threats from Russia last week that there would be “consequences” for the UK following reports that British-made drones were used by Ukraine in long-range strikes.

Separately, hackers linked to the Iranian regime are suspected of being behind an attack on an unidentified small UK energy facility, prompting claims that the country’s power infrastructure is vulnerable.

Burnham has made “resilience” an early theme of his premiership and officials confirmed that work on preparing the country for severe disruption, begun under the Starmer administration, was being stepped up.

The prime minister’s approval of an emergency phone alert warning of wildfires across England and Wales this month was criticised by some, but it was a sign that he wants to be associated with efforts to keep the country safe.

The use of that alert is now being reviewed by the Cabinet Office — an exercise that officials said was standard practice — and Downing Street has insisted its use was “entirely appropriate” and had been requested by fire chiefs.

Darren Jones, former Cabinet Office minister, announced in the dying days of the Starmer administration last month that work was being accelerated on “updating the government ‘war book’”.

The government confirmed that this work was being undertaken, with an emphasis on aligning military and civilian efforts if international hostilities affected the UK.

The manual was last updated in 2004. Separately, a social media campaign is being prepared to tell households how to prepare for severe disruption, whether caused by hostile state action, extreme weather or cyber attacks.

“It won’t be anything like ‘duck and cover’,” said one government official, referring to the US cold war advice, later echoed by the UK’s own “protect and survive” publicity campaign.

“But there will be practical advice on things you can do to improve domestic resilience, like having some bottled water and tinned food. It will be common sense, not scaremongering,” the person added.

The Iran-linked cyber attack that took down a small UK energy site led to Britain’s energy bosses receiving a briefing from security experts.

See 3/33/3

But Dieter Helm, professor of economic policy at Oxford university, said the UK’s energy system was “very vulnerable” to cyber attacks and that it was “time for ministers to wake up and smell the coffee”.

Potential problems included electricity interconnectors with Europe, the gas pipeline from Norway and Britain’s offshore wind farms, which he described as “easy targets because each is low value and not cost-effective to protect”.

Downing Street insisted on Monday that Britain had “one of the most resilient energy systems in the world”, while the government set out proposals to block companies from buying products from high-risk suppliers.

Joe Doetzl, head of cyber security at Hitachi Energy, which supplies grid technology including high-voltage systems and transformers, said major infrastructure operators such as National Grid had “very robust” cyber security programmes.

But smaller players connecting small individual assets to the grid — such as small solar farms — may lack comparable resources, he said.

“These may not have the same level of rigour, from an operational perspective, and in aggregate these distributed resources could cause a situation that would affect the stability of the larger grid,” Doetzl added.

One energy industry executive said: “This area is an afterthought in policy. Resilience has been a real laggard. If you go to eastern or north-eastern Europe, they have a very different attitude.”

The Cabinet Office said: “Safeguarding national security is the first priority of any government.

“We’re committed to raising awareness of simple steps households can take to make themselves more resilient, as well as driving forward the Home Defence Programme to build our country’s preparedness for various threats.”
