The Willowbrook Consent Decree required all institutionalized residents at Willowbrook, who had been living in poor conditions, be placed in group homes in neighborhoods. ILA rose to the occasion, admitting 37 Willowbrook Class members into our first 3 houses in 1985 & 1986, & many more afterward.
