As a general rule (and there are a lot of subtleties to it, depending on jurisdiction), you typically cannot bring up any "fix" of a condition that caused damages in court, with the idea that this would make fixes less likely for fear of liability. It's called "subsequent remedial measures".

Anyway, IGS polled all of the props with a much large sample size a couple weeks ago and found 43 underwater 40/31 and in general they're a much more reputable outlet. They found voter ID underwater 52/39 as well, which is a hell of a lot more believable for the CA electorate.

Them finding 43/40 for voter ID, and projecting this to a 50/50 split also implies that whoever is running this poll doesn't know how to poll CA props either. That's dead in the water. You can basically safely add on 10% for any prop in this state, people are tired of voting for this stuff.

I have extreme doubts about that, given how proposition 6 fared in 2018 as well. That it's not across 50% yet at this juncture with a relatively right leaning survey result against a blue electorate gives me a lot of pause

To be clear, this poll shows 48/38 for Becerra/Hilton. The 2018 gubernatorial election was 62/38 for Newsom/Cox.

that being said, the Dem donor base is probably much more prone to anxiety disorders than the Republican voting base so not sure the same strategy would be as effective on the other side of the aisle

I looked up the specific verbiage, emphasis is mine.
From CA's new AB 645 law: "A contract between the designated jurisdiction and a manufacturer or supplier of speed safety systems shall allow the local authority to purchase materials, lease equipment, and contract for processing services from the manufacturer or supplier based on the services rendered on a monthly schedule or another schedule agreed upon by the municipality and contractor. The contract shall not allow for payment or compensation based on the number of notices of violation issued, or as a percentage of revenue generated, from the use of the system. The contract shall include a provision that all data collected from the speed safety systems is confidential, and shall prohibit the manufacturer or supplier of the contracted speed safety system from sharing, repurposing, or monetizing collected data, except as specifically authorized in this article. The designated jurisdiction shall oversee, maintain control, and have the final decision over all enforcement activities, including the determination of when a notice of violation should be issued."

The municipalities generally do buy the hardware, but they pay companies to operate the cameras (although I agree that with a big enough network, you could bring that in house). There is no motivation to generate false positives, because they are not paid by the violation, it's a fixed contract.
