look this is the one time I'm going to make a description that's cheeky. yes. this is a test pattern I created using a very dated 25-year-old program only known as "tcr". I forget where the hell I got it from, but it works. Your description of this test pattern is going to be very heavy with some jargon, so here goes.
This is the NGIS Type C test card, with triangular aspect indicators in a 4:3 format. There are circular targets in each corner at the diagonal midpoints. In the upper quadrants there are horizontal and vertical gratings to detect CRT scan sweeps, the left and right halves of the screen are checkerboard-inverted to detect visual smearing. Below the checkerboard areas are two rectangular gratings whose points are also inverted to detect dot crawl. On the lower quadrant there are two sets of rectangles, one larger black with a white rectangle, and a larger white with a smaller black rectangle - these are to detect sharpness and any possible ghosting or tube smearing in a transmitted picture.
To the lower left, three sets of squares, cyan, magenta and yellow transitioning into red, green and blue, then RGB fading into blacks, against solid RGB squares. On the opposite side, two white bars with a black bar superimposed to fill space, and next to them, the vectorscope +Q and -I colors to determine dot crawl and scan purity. Below these are a set of frequency sweep gratings (0.25 to 6 MHz, mirrored), a set of angular frequency gratings (set at ten bars), with a grayscale pure white to pure black gradient under the central circle.
Finally, the central circle displays a white ring, with the central belt being a stepped grayscale and the bottom portion as 100% pure color EBU bars. The upper portion is blue for a possible ident to be inserted.
