I'm starting to see people post and repost various news items, commenting "those who cannot remember the past are condemned to repeat it". Friends, those words were written about indigenous nations, asserting they were not capable of continuity or object permanence. It's not what people think.
Progress, far from consisting in change, depends on retentiveness. When change is absolute there remains no being to improve and no direction is set for possible improvement: and when experience is not retained, as among savages, infancy is perpetual. Those who cannot remember the past are condemned to repeat it. In the first stage of life the mind is frivolous and distracted; it misses progress by failing in consecutiveness and persistence. This is the condition of children and barbarians, in whom instinct has learned nothing from experience. 

This, from "The Life of Reason", is the actual context for George Santayana's famous quote. It's really really bad, implying that "primitive" folk are incapable of continuity retention/object permanence, and thus are condemned to repeat a past from which they are incapable of learning.
