We urge the Health and Safety Executive to work closely with colleagues who have been developing the Future Homes Standard, and colleagues within DESNZ who are overseeing the Warm Homes Plan to find ways to ensure safety alongside a future that maximises the potential for rooftop solar.

Reducing the capacity for rooftop solar will also reduce the contribution of solar to the UK's decarbonisation efforts, and mean that more panels will need to be built on fields and other locations if they cannot be built on roofs.

There is clearly a policy clash between these proposed fire regulations for solar panels and the Future Homes Standard - which expects the large majority of newbuild homes to have solar equivalent to 40% of their footprint.

It will hit social landlord members' efforts to reduce tenants' bills by fitting solar panels and will mean that landlords (both private and social) are less able to reach the EPC C requirement, or will have to spend more money on less effective measures.

Increasing the distances around solar panels will reduce the capacity for rooftop solar across all roof types, and in particular for smaller roofs. People living in small terraced houses may find that no solar panels at all are viable.

The fall in interest rate cover is caused mainly by the small number of very large landlords. But these are the ones who have historically built most of the new homes. If they're effectively 'in the red' from their existing borrowing, they can't borrow more - as needed - to build new homes.

The announcement also confirms that social rents that are below 'target rents' will be allowed to rise gradually over coming years - but we're still waiting on conformation on how fast they can rise. The sector has been calling for £3/week (on top of the CPI+1%).
