THE COST OF BORDERS By Heba Gowayed
Imprint: University of California Press
Deal Report
August 31, 2026
Carnegie Fellow and CUNY sociologist Heba Gowayed's THE COST OF BORDERS, revealing the nature of global frontiers through the stories of people who journey across them, challenging lay and legal conceptions of borders, showing them as for-profit enterprises of state and private industry, whose costs are borne by everyone, not just in smugglers' fees and tax dollars, but also in lives, freedoms, and the very safety they are alleged to protect, to Naomi Schneider at University of California Press, at auction, by Sarah Burnes at The Gernert Company (world).

I'm working on a syllabus for a Borders class & having a bit too much fun with it - a privilege to be tenured and creating a new class for grad students. But I came upon this interview with Nira Yuval-Davis, whose work on borders I've always loved re how she became an anti-zionist:
While we were in the States, several important things happened for me. I became an anti-Zionist, a socialist, and a feminist. First: we had a close friend, Fouzi el Asmar[11], a Palestinian poet and journalist. He was staying with us once and accompanied me and Uri who were speaking at some Jewish Students Union event about the two-state solution and that kind of thing. I felt quite pleased with myself, but afterwards I noticed that Fouzi was very quiet. I asked what was the matter, and he said, “Nira, I didn’t know until today that you don’t want me to be your neighbour.” “What do you mean?” “You just talked about two states – we Palestinians should be one and the Israeli Jews should be another one.” I looked at him and said, “You’re right.” This is the moment I transformed from a non-Zionist to an anti-Zionist, and started to fully understand the scale of the racism that is inherent in the Zionist project, even in the supposedly Liberal, progressive, peacenik kind of Zionism.

I grew up in part in Auburn Alabama where my dad was a prof (little known fact about me) & auburn board of trustees voted to shutter its faculty senate & make all decisions about curriculum etc unilaterally. Just a chilling precedent.
Text change “In case you didn't know:
Auburn University dissolved its Faculty Senate on June 5, 2026, when the Board of Trustees unanimously voted to disband the body and assume ultimate authority over curriculum, courses, degree requirements, and academic credentials.
The board replaced the elected senate with a new Presidential
Academic Advisory Council, a hybrid body where half the members are appointed by the president and half are elected by colleges, designed to provide advisory input rather than shared governance”

So it’s fascinating because it’s the same Chelsea handler who recorded a video with Noa Tishby, Israel’s former special envoy for combating antisemitism and the delegitimization of Israel, saying she doesn’t understand why progressives don’t support Israel. She’s 100% a Zionist.
"I don't understand because progressives should love Israel," said Handler, who has visited the Jewish state, met and interviewed former President Shimon Peres, and even headlined a comedy fundraiser in Tel Aviv in 2015.
Tishby then listed the ways in which Israel is the only democracy and progressive country in the Middle East, where its citizens have free speech, freedom of religion, and the ability to criticize the government. "Do you like gay weddings? You know the fun kind without straight people. So does Israel," Handler added. She also jokingly said, "I love to ski topless [and] I would like to continue doing so" when Tishby noted that Israel offers women rights that other countries in the region do not.

Something I find so jarring is how reporting is still straight laced using language like "what amounts to" and then you click in to this... still this late in the game I am never prepared.
"The National Trust for Historic Preservation" is a beautiful name, but even their name is
FAKE because when they add the words "in the United States" to the National Trust for Historic Preservation, it makes it sound like a Governmental Agency, which it is not. In fact, the United
States refused to continue funding it in 2005 because they strongly disagreed with their mission
and objectives. They are very bad for our Country.

Though 500+ members committed to boycott he annual meeting, the American Sociological Association just reiterated their refusal to allow a vote on BDS, complete with a throwaway line about how they "might broadly support Palestinian and other scholars under attack".

Dear Heba,

We want to begin by sincerely thanking the ASA membership for the thoughtful, engaged conversations that have occurred over the last three weeks. The care and energy so many members have brought to these discussions reflects how much this association matters to sociologists and how invested we are as a community in its future.

We received a wide range of feedback regarding the March 12 email with members expressing support, concern, and questions about the member petition process. We also understand that there is some frustration about the limits of what our association can do to influence global challenges. This email is narrowly focused on clarifying our bylaws. However, there is an intentional, ongoing discussion among Council about key issues, including how we might broadly support Palestinian and other scholars under attack. That discussion reflects understanding on the part of ASA leadership that improved communication to minimize confusion and frustration about policy and process is paramount for the health of our association.

In 2023, the membership voted to amend Article 2, Section 9 of our bylaws to clarify that members can petition the association regarding public policy positions only. The amendment was intended to preserve members’ ability to influence ASA’s positions on public policy, while also reaffirming that operational decisions remain under the purview of the elected members of Council. This distinction ensures that governance and operational decisions remain the responsibility of organizational fiduciaries who are legally obligated to the organization, which is standard and best practice for nonprofit associations. As conveyed by the word ‘public’, public policy positions focus externally, are focused on an issue of public concern to the association, and are intended to influence government actions, policies and practices in higher education, and public opinion. Examples of public policy positions include ASA’s 2004 statement affirming same-sex marriage, 2023 comment to the Florida Board of Governors opposing the removal of sociology, and the 2024 member resolution calling for a ceasefire in Gaza. Proposed actions that concern the association’s business practices, finances, contracts, day-to-day operations, and internal policies including access to ASA listservs and journals, and eligibility to advertise or receive membership and travel support are considered operational, and they fall outside of the scope of what is petitionable under our bylaws.

We acknowledge that reasonable people could disagree about how to interpret the language of bylaws, and it is understandable that members have questions about what is permitted. ASA leadership consulted with legal counsel to ensure that the stated interpretation of the proposed petition is in accordance with Association bylaws. There is no realistic way for our bylaws to outline every potential action that would not be permitted. Instead, they are intended to identify actions that are permissible. The definitions outlined above are consistent with the distinction between public policy positions and operational decisions that motivated the 2023 amendment. The bylaws were considered, voted on, and adopted by the membership and we have an obligation to follow them.

Over the last few weeks, we have had the privilege of engaging in conversation with members whose views reflect the diversity of our community. What we’ve heard in these conversations makes it clear that we are and we aspire to remain a big tent organization. Diversity of perspectives is a hallmark characteristic of the ASA that makes our community strong. As we look toward…

I encourage sociologists to respond. You know that the Zionists will. Here's what I wrote:
How unconscionable and undemocratic. For the sake of the feelings of people who support a genocide you're willing to stand on the wrong side of history, and truly hemorrhage members. Because to be clear, this decision you have made, and language you have used here, is wildly unpopular. What a miscalculation. If you do not step this back, you will go down as singlehandedly destroying this organization. That will be your legacy.

here is the email in its entirety.
We are reaching out to the full membership to provide clarity about ASA's approach to public policy matters, the member petition process outlined in the ASA bylaws, and the impact of member actions on ASA. You may be aware that a member-led petition has been circulating online. Supported by 428 individuals, the petition calls for ASA to boycott Israeli academic institutions and proposes various actions for ASA to take in furtherance of this goal. The ASA Executive Office received the petition on March 3, 2026. You can review the full petition here.
ASA regularly adopts public policy positions that advance the discipline by advocating for sociological research, teaching, practice, and funding. This includes positions like our winning lawsuit defending academic freedom, letters to Congress calling for robust financial support for the National Science Foundation and other federal agencies that fund sociological research, and initiating efforts that illuminate the vital role of sociologists and sociology departments in institutions of higher education and society, to name a few. This is by design. According to ASA policy, there are only two conditions under which ASA may take public positions on issues: if there is consensus in the sociological literature about a topic, or if the issue concerns the wellbeing of the discipline and profession.
ASA bylaws do provide an avenue where "[voting members of the Association may take any action otherwise within the powers of the Council regarding public policy positions of the Association." This is the strategy that the recent petition creators attempted to utilize. ASA leadership, in consultation with ASA legal counsel, determined that the proposed petition actions fall outside of the scope for member petitions under Section 9 of the Bylaws. All of the proposed actions are governance matters related to ASA business operations and are therefore not petitionable. Only ASA Council can make decisions regarding ASA operational and gov…Proposing ASA action regarding global challenges that are outside of our individual control might be of interest to a segment of the membership, but ASA members are not a homogenous group. It is important that we understand that petitions have the potential to divide, rather than unite, the sociological community. For example, in response to the 2024 resolution, many members left ASA, citing various reasons: feeling personally attacked because of their identity, silenced because of their beliefs and convictions, and general discomfort about being associated with what they felt was becoming a political organization even if they were personally sympathetic to the cause. Our community was significantly harmed. Our association suffered enduring reputational and financial consequences as groups that we counted among our allies in the past have shied away, membership shrunk, and legal and other professional expenses mounted. These outcomes coincided with multiple attacks on our discipline that could have been best addressed by a united community with a shared purpose and message.
As we write this letter, we are witnessing concerning events domestically and abroad, which deeply impact many members personally and professionally. We encourage all sociologists to advocate for the things they care about. While the possibilities for advocating are limitless for individuals, ASA must follow our policy and remain focused on our mission of advancing the discipline of sociology.
ASA is committed to creating a welcoming and inclusive environment for all. This commitment is reflected in our diversity statement and is among our stated strategic priorities. Actions that attempt to silence, divide, or otherwise create an exclusionary environment distract us from our mission and threaten the vitality of our community. Our discipline is currently being tested in myriad ways. We hope ASA members will choose to unite around our shared interest in defending our discipline and shaping a brigh…

video on our social media accounts, taking responsibility for any hurt caused. I want to take this opportunity to again apologize for the hurt that I caused."

Wake up babe, new scandal dropped with my name on it (literally). A candidate in Ohio apologized for sharing my post grieving ongoing genocide on its 1st anniversary. Word to “allies” like Nicole— if you can’t stand up, sit down. You’ve done way more harm than if you had just shut up. You coward.
Community members have raised concern about resurfaced content shared on social media by Nicole Sigurdson, a candidate for Ohio House District 19.
On her personal Instagram account in January 2025, Sigurdson shared an image of a Palestinian flag that read, "From the river to the sea Palestine will be free." She also shared a screenshot of a
tweet by Heba Gowayed that read, "The anniversary of genocide is another day of genocide. I cannot believe this has gone on for a year. I cannot believe it's getting worse. And I cannot believe I walk through a world that funds, applauds, and accepts this - continues as it continues."

Excited to announce that our article @jdahlstrom765.bsky.social “Underinclusion by Design In Human Trafficking Protection” is forthcoming in Iowa Law Review. In it we center the precarity & fear the T-visa process imposes on survivors, especially as the protection is politicized.1/
In 2000, the U.S. Congress passed landmark legislation to establish human trafficking crimes and create the T visa, an immigration benefit designed to protect immigrant survivors from deportation. On the twenty-fifth anniversary of the T visa, surprisingly little is known about how it functions and disparities in legal protection. This is especially concerning given the program's historic under-utilization, the relative lack of other avenues to legal status for survivors of human trafficking, and the program's more recent politicization.
This Article presents the results of the first mixed method empirical study exploring how survivors of human trafficking and their lawyers experience the T visa process. Our findings suggest that, despite congressional intent, the T visa imposes unnecessary burdens on immigrant survivors, including learning, compliance, and psychological costs. Instead of alleviating fears of deportation, arrest, and reprisal, the program, by requiring that applicants interact with law enforcement and immigration officials, exposes them to the risks posed by these actors. Additionally, interviews with attorneys shed light on how, under the first Trump administration, immigration officials exploited the administrative application process impermissibly to raise the standard of proof, impose greater costs on applicants, and make it harder to access the T visa program, contributing to the program's underutilization. Finally, our findings reveal how these features create disparities in who can access T visas, making it more difficult for marginalized survivors, including those criminalized, in detention, or along the U.S.-Mexico border. Overall, the Article examines how, especially in a more hostile legal environment for immigrants, the T visa program is at risk of additional politicization and weaponization that undermines its goals. The Article suggests ways to enhance access to the T visa and help the program better achieve its humanitarian objectives

I am pro Iranian people. I stand with them against their own government’s repression AND against the imperial violence in the form of bombs dropped from the sky from Israel & the US who have already killed hundreds. I support neither imperialism or dictatorship. Sahar Delijani said it best:
I was born in an Iranian prison. My parents were held in their jails. My uncles lie in their mass graves.
Nothing you can tell me about the crimes of the Iranian regime that I haven't lived in blood and bone.
That doesn't mean I want my people bombed, maimed, killed, their homes in ruins.
If your vision of liberation comes only through the destruction of innocent lives, then it's not freedom you're after.

AIPAC has already gone underground in some races, understanding their name is a penalty. The real issue is Israel. It’s the support for a state whose entire raison d’etre is ethnoracial and religious supremacy. That exists through apartheid & genocide. And to that too people are finally waking up.
