The answer is supposedly 1/2.

Explanation

Consider a game in which Ozzy and Pete each flip a coin 10 times, and whoever gets the most tails wins. It's possible that each get the same number of tails in these 10 flips, and if this happens, then Pete flips an additional time to break the tie Pete wins if he gets a tail in the last flip, and Ozzy wins otherwise.

We can then see that this game is equivalent to the game proposed in the challenge.

By symmetry, they both are equally likely to win in the first 10 tosses. The last toss is also symmetric: if it's a tail, Pete wins, and if it's a head, Ozzy wins. This means that they're equally likely to win.
