Booming demand for EVs illustrates that the revolution in cheaper, cleaner electric transport is well underway. At this point, when we're all becoming much more vulnerable to increasingly volatile fossil fuel prices and supply, it makes no sense for the government to change its strategy and weaken the ZEV mandate, which is currently supporting drivers and the car industry to accelerate the switch to EVs. As with the controversy around the Rosebank oilfield decision, it's highly contradictory to promise a clean energy future and commit to climate action and then send the opposite signal to UK voters and businesses.

EVs help cut the cost of driving and make the economy more resilient. The mandate is the UK’s most powerful climate policy. Our analysis shows weakening the mandate could make emissions cuts for the late 2030s and early 2040s harder to reach.
Halving new EV sales targets would leave a 70Mt CO2 gap in the emissions cuts needed to keep climate action on track, shifting the responsibility onto other economic sectors.

Once you factor in the mandate’s flexibilities, the compliance bar is actually closer to 25% - about 6% of total output. Crucially – no UK carmaker has ever paid a ZEV mandate fine – the whole industry met its targets in 2024 and 2025 without penalty.
The ZEV mandate is working. It’s giving industry certainty, with £7bn+ investment in the battery supply chain, supporting over 10,000 jobs.

🫴 Choice. EVs have never been more attractive to buy. Home charging and plug in solar offer more flexibility. More street charging, charger grants and setting VAT at the same level for public charging as home charging, would spread the benefits to even more households (link 5).
There are now over 170 EV models to choose from and more public chargers than fuel pumps.

🌐 Resilience. Electrifying vehicles would increase energy security and shield drivers from price shocks. Even a slight reduction of the mandate could cumulatively increase petrol and diesel consumption by 28Mt by 2040 vs the current path, keeping us dependent on risky global oil markets (link 3).
Since February, the Iran war has pushed up UK road fuel costs by £183 million a week. Current EV sales trajectories would almost halve UK reliance on oil imports by 2040.

🪙 Consumer savings. New EVs are cheaper on average than petrol and diesel cars, and used EV prices are falling. Drivers save up to £1,400 in running costs a year. Because most UK electricity is generated domestically, more of that running cost stays in the UK economy than with oil (link 1 & 2).

Last month a record number of new EVs were sold, with more than 99,000 leaving showrooms, 28% of all cars sold. The zero emission vehicle (ZEV) mandate is the main policy the government has to grow the UK's EV sector - despite record sales, it risks being weakened. This is the wrong direction ⬇️

🛬⚠️ @thecccuk.bsky.social has advised there's "no credible pathway" to expand Heathrow within climate safety limits. This government-requested analysis shows that by 2050, Heathrow's expansion emissions alone will exceed any other economic sector. And just look at aviation's total contribution.
