Congrats to @grayflood.bsky.social and @groundwork.bsky.social on putting forward such an ambitious proposal to build a federal public power institution that can balance economic development and decarbonization. BIG and NECESSARY roles for public coordination, development, and finance here:

NEW: AI data centers and decarbonization are driving the largest increase in electricity demand in 50 years. Who's paying for the grid upgrades? You are. And that’s not a coincidence - it's the system working as designed. We have a bold solution.

For the newsletter, I wrote about an interesting new proposal — from AOC’s former climate policy adviser — laying out how you might be able to do an electricity rate freeze without starving the grid. It also has new ideas about how to harness the AI boom for public good: heatmap.news/daily/google...

This proposal would bring bills down now and save households $255B over ten years, all while building the affordable, reliable grid we need. Taken together, these proposals would save households $1.90 for every $1 spent.

And if the grid is a public platform, it should be planned and financed by the public. A National Power Authority, financed by the public, would save households hundreds of billions of dollars that now flow to utility shareholders. Oh, and it’s popular with both parties.

Tax data centers’ energy use and pour the proceeds into a Grid Trust Fund for grid investment and bill relief. A modest tax could raise ~$100B over ten years, and Big Tech can easily afford it. Highways, ports, and airports each have a federal trust fund. Why not the grid?

Freeze utilities’ rates, and in exchange give them the funding and tools to build the grid they have no incentive to build today. Create a rate stabilization fund that would let families lock in a predictable bill each month. No more surprise $100+ spikes when gas prices jump.

Building a grid that lowers costs for everyone will be a massive undertaking, but we have done this before, and we have a plan: 1. Freeze runaway rates 2. Let public power build the system of the future 3. Make Big Tech pay their fair share

And we know the public sector can do this because, for decades, public utilities have been more reliable — all while charging less than their investor-owned counterparts.

The grid is a national network, like the Interstate Highway System. But we run it as if each stretch of highway were a private toll road. The grid shouldn’t be a private commodity, it should be a public platform that unlocks American prosperity. A backbone, not a bottleneck.

And this is bigger than who pays for the grid — it’s about who we’re building the grid for. Today, we’re letting Big Tech and private utilities cut sweetheart deals and make the most important infrastructure decisions of our lifetime behind closed doors.

This has just been the warm-up. AI data centers are about to add the largest demand surge in 50 years onto this broken system. Big Tech is set to make trillions while we foot the bill. The public agrees: tech companies should pay.

All of these costs show up on your bill at a premium, because the current system guarantees utilities a profit for every dollar they spend on themselves. Utilities are poised to spend historic amounts on the grid and make record profits, but no one is planning the grid as a whole.

Since 2020, utility bills have gone up 40%. Electricity prices are rising nearly twice as fast as wages. The causes are numerous: climate disasters, an aging grid, and price shocks from foreign wars.

Big Tech has a dirty little secret: you’re paying for their AI boom. My new paper from @groundwork.bsky.social shows how federal lawmakers can hold Big Tech accountable, build the affordable grid we need, and lower bills now. 🧵
