Create a rate stabilization fund that would let families lock in a predictable bill each month. No more surprise $100+ spikes when gas prices jump. 110

A modest tax could raise ~$100B over ten years, and Big Tech can easily afford it. Highways, ports, and airports each have a federal trust fund. Why not the grid? 110
