Children feel it first when access to food, healthcare & schooling is cut off in conflicts. Geneva Call was invited by Center for Conflict & Humanitarian Studies & @savechildrenintl.bsky.social to ask a practical question: can child protection open a door with an armed group when nothing else does?

These are security trends as much as humanitarian ones. Deletroz's & Hameed's message to the committee: take #armedgroups seriously in #EU conflict analysis & security planning, & make civilian protection a design requirement, not an afterthought.

Six interconnected #trends are reshaping #conflict: urbanised warfare, blurring lines between armed groups and communities, intertwined military and political aims, more armed actors, regionalised conflicts, and #drones and #AI spreading far beyond states.

🧵 The tools of modern #warfare are no longer held only by states. Neither, increasingly, is the power to decide whether civilians are protected. On 2 Sept, our DG Alain Deletroz addressed the @europarl.europa.eu's Committee on Security and Defence (SEDE).

What does it mean to defend the laws of war when the world seems to believe in them less and less? In a portrait published by Swissinfo, DG Alain Délétroz reflects on almost a decade at the heart of Geneva Call’s work. Read the full article (in French). www.swissinfo.ch/fre/geneve-i...

Six communities in rural Colombia speak with one voice on the rules of war | Geneva Call

These messages were circulated through community assemblies, victims' platforms, WhatsApp groups, and local media. When conditions allowed, direct engagement with armed groups took place. Geneva Call guided the process, then stepped back to let the communities lead.

Some of what they said: "Civilians in Arauca demand that armed groups exclude us from the conflict. The civilian population is neutral and must not be used as human shields." "All members of armed groups, regardless of rank, must comply with and respect the rules of International Humanitarian Law."

Sixteen local leaders from Arauca came together in a structured dialogue facilitated by Geneva Call. By the end of the day, they had developed and validated six collective messages directed at the armed groups in their territory.

They knew what they needed to say. What they did not have was a way to collectively and publicly address the people responsible. But that changed earlier this year.

Geneva Call - Appel de Genève @genevacall.org · 26/08/2026
For years, communities in Arauca, Colombia suffered from anti-personnel mines destroying their families, their local leaders getting stigmatized after accusations of links to armed groups, and civilians being treated as combatants or as human shields.

Local leaders in six rural Colombian communities did something most people living through conflict never get the chance to do: Together, they wrote down what they needed from the armed groups in their territory. Here's how that happened 🧵

326 aid workers were killed in 2025. Over 1,000 in three years. Most were locals serving the communities they come from. This #WorldHumanitarianDay, Geneva Call stands with those who serve under fire. Recognition isn't enough. Protection must mean action. #ActForHumanity #WHD

Humanitarian and human rights organizations are good at documenting violations. But there is an asymmetry when it comes to recognising when a conflict party improves its behaviour. So what incentives can we build so that behavioural improvement is finally recognised? #BehaviouralChange #IHL
