Hey fiber crafter friends! Is there such a thing as a device that holds an arbitrary spool of cord (say, 5mm thick), and has a built in cutter so that you can measure and cut with one hand? The only devices I can find come with their own cord and are not refillable.

Friends far from Portland OR: On Saturday, union members and families (with kids) had a peaceful, legally permitted protest march downtown expressing their opinions on immigration enforcement. They were escorted by the police department.
