Britain and France have granted Ukraine a license to produce Storm Shadow/SCALP long-range missiles, Ukrainian President Volodymyr Zelensky announced on August 25 during a joint press conference with the Estonian president.
“We have received confirmation from Britain... Previously, we spoke with President Macron. He confirmed the unblocking of SCALP and the license. We will move forward,” Zelensky said. He described the decision from Ukraine's allies as “strong.”
Zelensky also revealed that work is underway on the FREYJA project, which aims to develop an air defense shield over Europe focused on countering ballistic threats. “Everyone is taking this very seriously. We will unblock it,” he stated.
SCALP (the French version) and Storm Shadow (the British version) are Franco-British air-launched cruise missiles. Until now, a full-production license for such a complex weapon had never been transferred to another country. The plan calls for most of the assembly to take place in Ukraine, involving both French and Ukrainian specialists. This move is expected to reduce Kyiv’s dependence on foreign arms deliveries.
