I am, by job title, a Quality Engineer. Before that, I have worked as a Test Engineer, Quality Manager and QA Engineer. I do write code, but I've never had the role Developer. I'm confident mine is not the only path into Quality Engineering, I know Dev's who would be great QEs.

100% coverage (code or test) does not mean you have full coverage. Even with mutation testing you can still have test cases that aren't covered.
