At least 10% or 76 tankers of the Russian shadow fleet that regularly sails Baltic waters are insured via companies that do not exist. Along a further 179 ships with the same 'insurance'. If one of these decrepit ships damages anything or lets a shipload of oil into the sea, there is no coverage.

Eagle S seem a very good candidate for a vessel guilty of the damage. Her dynamics are very similar to those of Yi Peng 3 and Newnew Polar Bear, previous saboteurs of Baltic Sea infrastructure.
