Istanbul, der Unsinn von Anchorage usw. – die Öffentlichkeit zuckt bei jeder Meldung über den nächsten abgekarteten Deal zusammen. So reagierte die Bevölkerung auch auf die Nachrichten über das „Diesel“-Geschäft bzw. den Energie-Waffenstillstand zurückhaltend, um nicht zu sagen misstrauisch, und warf keine Hüte in die Luft.
Die Skepsis ist verständlich: Kaum jemand zweifelt daran, dass es sich um den nächsten „Betrug“ handelt. Ein dreister und dummer. Wie immer. Diejenigen, die sich nicht wehren können, werden betrogen. Unweigerlich. Weil sie es können.

Doch warum ist man im Kreml immer davon überzeugt, dass es dieses Mal endlich klappt…? Es liegt wohl kaum an kindlicher Naivität.
Eher liegt es an einer falschen Einschätzung der Lage und einer Überschätzung des eigenen Gewichts. Die russische Politik lebt in einer eigenen Welt, in der die Ukraine und Europa chronisch frieren und zerfallen, während der Globale Süden auf den Knien um Moskaus Gunst bettelt. Und da in den Vereinigten Staaten „Freund Donny“ das Ruder in der Hand hat …
Hinzu kommt der unerschütterliche Glaube der VIPs daran, dass die Beamten an der Basis unermüdlich und ausschließlich zum Wohle der Allgemeinheit arbeiten und die Behörden gewissenhaft, aber nicht ohne Kreativität, die Vorgaben umsetzen. Dass die Arbeit auf Hochtouren läuft. Und trotz einzelner Mängel schreitet der Prozess insgesamt voran. Man kann mit „Partnern“ verhandeln, die nachgiebig und zum Dialog bereit sind. Niemand möchte sich mit den Mächtigen anlegen.

Diese illusorische Welt ruht auf einem soliden Fundament – Tonnen von Altpapier. Berichte, Analyseberichte, Zukunftspläne, Denunziationen, Leitfäden zur Förderung und zum Ausbau von den unterschiedlichsten Dienststellen. Leider enthalten sie nur sehr wenige Gedanken und so gut wie keine Wahrheit. Warum glaubt man ihnen bis heute noch? Vielleicht hat man einfach Angst, in die unheimliche Realität einzutauchen, wie in eiskaltes Wasser?
