The answer (like every other country that does it) is to not have the guards do it. There are election authorities that can do this. There are some US states that do it. It's not hard.

Jokes aside, I'm actually surprised 24 didn't make it on. Problematic for the depictions of torture and it fell off in later seasons, but the first season was hugely popular and the format was groundbreaking (and essentially copied by "The Pitt" and "Adolescence")
