This is the weirdest portrait of Abraham Lincoln I've ever seen. What the hell, Indianapolis?

A weird sign thing on the sidewalk in Indianapolis for something called the Cultural Trail that has Abe Lincoln's portrait on it. The portrait is monochromatic (light superimposed on dark), and looks bizarre because it is blown out in contrast to bring out more texture.
