We need to prevent abuse rather than waiting until harm is done. This means: ✅ Proper regulation of the tech companies that promote and profit from abuse ✅ Education fit for our lives in the digital age ✅ Funding for specialist services that advocate for and support survivors
Non-consensual sexually explicit deepfakes are a form of image-based sexual abuse. While the Grok scandal dominated the headlines, the issue is much bigger than one platform alone. While the new criminal offence is welcome, much more needs to be done to prevent this abuse from happening in the first place.

That’s why today we’re delivering our 73,000-strong petition to Downing Street calling for the government to go much further.We’re calling for:

Civil routes to justice including takedown orders requiring images to be removed from online platforms and perpetrators’ devices.

Relationships and sex education that’s fit for young people’s lived realities in the digital age.

Funding for specialist services that provide survivors with life-saving advocacy and support.

But it can’t stop here - given the evolving nature of AI-generated harms, tech platforms must be required to take proactive preventative action. Ofcom’s VAWG guidance for tech platforms must be made a mandatory code of practice with consequences for non-compliance. The cost of inaction is too great.

Today it was announced that Ofcom will investigate Grok for nudifying women’s images. This could set an important precedent for women and girls, all eyes are on Ofcom to take action and act as a deterrent for platforms that turn a blind eye to the abuse they profit from.

No one should have to worry about their photos being deepfaked. Tech companies must be held accountable for enabling and profiting from this abuse. Ofcom’s violence against women and girls guidance must be made a mandatory code of practice, with consequences for non-compliance.
One year ago today, the government announced it would make deepfake abuse an offence.

But this has still not in been brought into force.While we wait: Grok (X’s AI bot) is nudifying women’s photos without their consent

96% of all deepfakes found online are pornographic, and 99.9% of these are of women

Deepfake abuse has a long-lasting, traumatic impact on victims. It is a violation of our rights and restricts our freedomsBillion-dollar tech companies are enabling and profiting from this abuse. They must be held accountable.

Currently, tech platforms can choose whether or not to follow guidelines for tackling violence against women online.

🚨 The government has today announced measures to strengthen relationships and sex education and better protect young people from misogyny and abuse. We welcome this focus on preventing violence against women and girls in today's long awaited VAWG strategy 🧵
Young people to receive relationships and sex education relevant to the digital ageThe government has today published its much anticipated violence against women and girls strategy, following an ambitious manifesto commitment to halve this abuse within a decade.

This is a landmark moment, with measures to strengthen relationships and sex education in schools and prevent violence against women and girls.It is really positive to see a much needed focus on prevention, and for relationships and sex education to be relevant to young people’s lives in the digital age.

But we must now see details of how this will be delivered, and funding that matches this ambition.16-18 year olds experience the highest rates of domestic abuse of any age group. But currently, relationships and sex education is not mandatory for students up to 18 years.

We know this education gives young people the tools to have healthy and equal relationships, so we must urgently make sure all young people can access it.

What else will we be looking for? 

We can’t police our way out of violence against women and girls, especially given the vast majority of victims don’t report what has happened to them.

We need measures that will address the root cause of this epidemic: gender inequality and the attitudes and behaviours it creates. Make prevention a priority.

Violence against women and girls can only be addressed by making prevention the priority. We expect to see more investment in education, campaigns and other measures to prevent abuse.

We are also yet to see a robust framework for how the government will hold itself accountable for their cross-government strategy, and call for more transparency on this. End Violence Against Women

Police squads made up of covert investigators will target online abusersWe need to see improvements in the police response to violence against women and girls offences taking place online.

Online offending remains poorly understood by the police and not taken seriously enough, leaving victims feeling minimised and unprotected, and perpetrators free to continue harm.Most violence against women offences have an online footprint - for example, perpetrators of domestic abuse are increasingly using technology to control and harm victims, and offences such as stalking always have an online elements.

We know police forces aren’t responding properly to reports of online offences.We need to see more detail on what these online VAWG units will entail. 

We are clear that all police units, particularly specialist rape and domestic abuse officers, must have training and specialism in the online elements of these offences so that victims receive the response they deserve.

Domestic Abuse Protection Orders will be expanded to other forms of violence against womenThese measures have the potential to be positive for protecting women and children. However, their success will be all about their implementation by police forces. 

The police response to victims of abuse has consistently fallen short and put lives in danger. These orders rely on robust monitoring and response to breeches by perpetrators, which does not always take place, leaving perpetrators free to act with impunity.

Clare's Law - the Domestic Violence Disclosure Scheme - will be expanded to other forms of violence against women.We welcome plans to expand Clare’s Law to other violence against women offences. 

However, the government’s VAWG Strategy must evidence the effectiveness of these schemes and all measures to address violence against women and girls.We know that the Domestic Violence Disclosure Scheme (DVDS) is not operating efficiently everywhere, with a need to improve how the police share information, particularly as awareness of this and the rate of ‘right to ask’ applications by the public grows. 

Currently, forces take far too long to respond to these requests, so if this scheme is to be rolled out across VAWG crimes we need to see rapid improvements.

Every police force in England and Wales will have specialist rape and sexual offence investigators by 2029It is welcome news that specialist rape and sexual offence investigators will be established in every police force. 

All survivors deserve care, support and sensitivity when they take the courageous step to report what happened to them to the police, and to see their case investigated properly and thoroughly for the greatest chance of accessing justice.Decades of public sector cuts have contributed to the closure of sexual offence units in some police forces, leaving rape victims often dealing with non-specialist officers with insufficient experience.

As a result, basic policing errors have been made and investigative steps missed. An increasing number of victims are withdrawing from the justice process due to the poor experiences they’ve faced, which are often re-traumatising.We’re concerned that specialist rape and sexual offence units may not be fully in place in every force until 2029. 

In the meantime, survivors may receive an inconsistent response police depending on where they live in the country. This kind of postcode lottery is not acceptable. 

Police forces must prioritise implementing these reforms without delay.

However we’re concerned the solutions are being viewed only through a narrow criminal justice lens, as well as the lack of acknowledgement of online spaces. Digital environments are public spaces and must be included in prevention strategies.
