⚛️ At Kuosheng the #SpentFuel never left the core, so #Taiwan cannot inspect the reactor it wants to restart. The dry store is built but unlicensed. Casks are safe and keep the fuel retrievable, and a repository can follow later. On an island grid, waiting has its own cost.
